As the livable city, Weihai is the first “National Health City” in China, as well as the first batch of “National Environment Protection Model City” group; Weihai has been awarded UN-Habitat Scroll of Honor Award, and has been awarded the Award for Best Practices to Improve the Living Environment by United Nations for twice.

为了贯彻落实国家提出加快建设创新型国家发展理念，山东省全面展开新旧动能转换重大工程战略部署，威海市委市政府加快推进新旧动能转换工作，威海市创新园应运而生，成为经济发展新引擎。

In order to implement the development concept of accelerating the construction of an innovative country proposed by the nation, Shandong Province has comprehensively carried out the strategic deployment of the major project in new and old kinetic energy conversion, and Weihai Municipal Party Committee and Municipal Government has also accelerated the promotion of new and old kinetic energy conversion work, thus the Weihai Municipal Innovation Park has arisen at the historic moment, becoming the new engine for economic development.

威海创新园设置有一个综合服务中心，N处分中心模式，预计到2020年，打造10个以上成熟的创新中心，建成比较完善的“创新中心+高端人才+引导基金+产业基地”创新创业生态系统，“四新”经济对区域发展的支撑作用显著增强，形成新的经济增长极。

Weihai Municipal Innovation Park is established with one Comprehensive Service Center and N places of sub-centers; It is estimated that, by 2020, over 10 mature innovation centers will be built, comparatively perfect innovation & entrepreneurship ecological system of  “Innovation Centers + High-End Talents + Guidance Funds + Industrial Bases” will be completed, the supports of “Four New” economies to regional development will be significantly intensified, and new economic growth pole will be formed.

星汇谷文化创意产业平台，坐落于威海市创新园综合服务中心内，建筑面积为2000平方米。是创新园文化创意公共服务平台，由威海市文化创意学会会长单位山东七星策划有限公司发起并运营。

The ApeX Valley Cultural and Creative Industry Platform, which is located in the Comprehensive Service Center of Weihai Municipal Innovation Park, with a floor area of 2,000 square meters. As the cultural and creative public service platform of the Innovation Park, the ApeX Valley Cultural and Creative Industry Platform is initiated and operated by the Shandong Pathfinder Planning Co., Ltd. which is the Chairman unit of Weihai Municipal Culture and Creativity Institute.

平台引进国际先进管理理念，以吸引优质文创企业集聚、国际创新人才汇聚、引领产业经济升级为核心目标，跨界融合、资源共享、数字创新、协同发展、全面建设新型文化产业集聚平台，打造国际先进智慧生态空间。

With the core objective of attracting high-quality cultural & creative enterprises to cluster, gathering international innovative talents, leading the upgrading of the industrial economy, the Platform has introduced international advanced management philosophy, so as to carry out cross-border integration, resource sharing, digital innovation, synergetic development, and comprehensively construct the new-style cultural industry cluster platform, and build international advanced intelligent ecological space.

星汇谷对内，以资源共享为发展原则。一方面完善配套设施，实行现代化空间设计和人性化服务规划，另一方面引入专业服务机构，包括行政管理、人力资源、财务法律等；

Internally, the Star Valley follows the development principle of resource sharing. On the one hand, it implements modernized space design and humanized service planning; on the other hand, it introduces professional services organizations, including administration management, human resources, and financial & legal, etc.

对外，以科学产业为发展理念。一方面吸引升级发展型新锐产业公司，重点布局品牌策划、影视动漫、广告传媒、视觉艺术、国际会务、数字科技、产业导入七大业务板块，用兼容开放的姿态推动产业升级；另一方面充分发挥威海市文化创意学会智慧优势，引入专业院校及文创研究机构，国内国际创新精英人才，实行 “研究院+公司”业务发展模式，艺术与产业相结合，学术与市场相结合。

Externally, the Star Valley deems scientific industry as the development concept. On the one hand, it attracts the cutting-edge industry companies of upgrading and growth, focusing on positioning seven major business sectors including brand planning, movie & TV and animation, advertising media, visual arts, international conference service, digital technology, and industry introduction, so as to boost industry upgrading in a compatible and open posture; on the other hand, it fully exerts the intelligent advantages of Weihai Municipal Culture and Creativity Institute, introducing specialized academies and culture & creativity research institutes, as well as innovative elite talents from home and abroad, implementing the business development model of “Research Institute + Companies”, so as to combine arts with industries and combine academy with the market.

星汇谷依托先进理念，已经落地孵化运营了大溪谷文化创意小镇。文创小镇占地面积45000㎡，以文化产业聚合发展为理念，按照建筑形式及业态落位，分为三大主题街区，分别为以婚俗文化和休闲体育为主导的活力商业街区；以创意生活和国际教育为主导的创享商业街区；以艺术赏析和文创创客为主导的创意商业街区。

Based on the advanced concept, Star Valley has successfully incubated and operated the Grand Valley Culture & Creativity Town. Covering an area of 45,000 square meters, with polymeric development of cultural industry as the concept, the Cultural & Creativity Town is divided into three major themed blocks according to architectural style and layout of commercial activities, respectively, the dynamic commercial block led by wedding customs culture and recreational sports, the enjoyment commercial block led by creative life and international education, and the creativity commercial block led by arts appreciation and cultural & creativity entrepreneurs.
